Executive Deputy Commissioner

In her role as the Executive Deputy Commissioner for the New York State Office of General Services (OGS), Sharon plays a key role in the development, planning, and operation of all OGS programs.

Her extensive experience at OGS, where she has spent over a decade advancing through pivotal leadership positions, includes most recently serving as Deputy Commissioner for Shared Services. In this capacity, she oversaw a comprehensive portfolio encompassing OGS’s Procurement Services and Business Services Center (BSC).

Prior to this, her tenure as Associate Commissioner for the Business Services Center saw her managing New York State’s central office for processing human resource and finance transactions for multiple state agencies, providing a strong foundation for her current operational oversight. Notably, under her leadership at BSC, call center operations were successfully streamlined, leading to quicker, more efficient HR and finance support for state agencies. 

Throughout her 20-year state government career, Sharon has developed multifaceted expertise in organizational administration, performance measurement, project management, and business analysis. Sharon joined OGS from the NYS Office of the State Comptroller, where she served as Assistant Comptroller in the Office of Operations, overseeing the NYS Payroll System, Office of Unclaimed Funds, and two primary accounting and reporting bureaus. 

Sharon previously served as the BSC’s Deputy Director, overseeing the transition of numerous agencies to BSC services. She also served as an Assistant Director in OGS Procurement Services. She led units at the NYS Division of the Budget that managed the multi-million-dollar budgets of the NYS Department of Motor Vehicles and multiple NYS transportation agencies and transit authorities.

Sharon received her B.A. in political science from Utica College of Syracuse University and her MBA from the University of Phoenix.
