Richard Green is the Director of the Project Management Office/Director for Project Management and is responsible for the overall performance, operation, compliance, and oversight of the agency’s Project Management Office (PMO). His team manages and communicates priorities and milestones for the agency’s technology-centric projects for all lines of business.

Richard is an experienced program and portfolio management professional, project director and senior project manager with a broad-based background that includes information systems management, software product development, training and consulting, business development and sales. He is experienced in managing multiple projects, from planning and procurement to implementation.

Before joining OGS Richard served as Director of Service Delivery at New York State Technology Enterprise Corporation (NYSTEC) where he oversaw four consulting practice groups focused on serving New York government entities including state agencies, authorities and New York City agencies. During his 20 plus year tenure with NYSTEC Richard worked on IT-related projects for numerous government clients, including CUNY, NYPA, SUNY RF, FDNY, NYS OGS, NYS OPWDD, NYS DHCR, NYS DOH, and many others.

Richard originated his career working for the UK’s National Health Service where he developed computer models for hospital planning. Other experience includes working as an Information Technology Manager for a Behavioral Health agency and several years working as an IT consultant in the private sector.

Richard received his education in the UK - a BA in Business from Sheffield Hallam University and an MS in Computing from Leicester DeMontfort University.
