In Accordance with the Procurement Lobbying Law and the Restricted Period Lists
The procurement lobbying law (State Finance Law §§139-j and 139-k) requires governmental entities to issue a policy on the law. The OGS policy can be found at OGS Policy on Permissible Contacts in accordance with State Finance Law §§139-j and 139-k.
The Procurement lobbying laws (State Finance Law §§139-j and 139-k) also limits communications with the governmental entity procuring the contract during the period between when a contract solicitation begins, and the contract is awarded (or the decision not to pursue an award is made), this is known as the Restricted Period. During the Restricted Period, all contacts with the State regarding the procurement must be permissible contacts; see the OGS Policy linked above for further information.
