About & Charging Locations
The Office of General Services (OGS) operates the Employee Zero-Emission Vehicle (ZEV) Charging Program in targeted OGS Parking facilities.
Electric vehicle (EV) charging stations are available to employees who drive an EV and are valid OGS parking permit holders in the parking lot or garage at which the stations are installed. Charging stations are also utilized by fleet vehicles, as well as the public in select locations. However, employees receive a slightly lower rate to charge than the public when enrolling in the employee ZEV charging program. Locations with employee charging can be found on the EV charging map.
Cost & Program Protocols
What's the cost?
How much does electric vehicle charging cost?
OGS uses kilowatt-hour (kWh) pricing to charge employees for the electricity they use during a charging session. Vehicles left plugged into charging stations after the charging session is complete will be charged per hour for idling, following an initial grace period.
| Charger Type | Upstate (Outside of Westchester, NYC & Long Island) | Downstate (Westchester, NYC & Long Island) |
| Level 2 | $0.23/kWh | $0.25/kWh |
| Level 2 Idle Fee | $1/hour (30-min grace period) | $1/hour (30-min grace period) |
| Fast Chargers* | Not yet available | Not yet available |
| Fast Charger Idle Fee* | Not yet available | Not yet available |
*Charging sessions are subject to tax.
The fast charger pricing policy for employees will be announced when it becomes available at OGS properties in the upstate or downstate region.
Please note: a hold for $25 will be placed on the credit card on file in your EV Connect account when you start a session. You will only be charged for the amount shown in the EV Connect app at the conclusion of the session.
What are the OGS ZEV Program protocols?
EV charging stations at all OGS parking facilities are available on a first-come, first-served basis to valid permit holders of a specific location. There is no provision for reserving a charging space or being assigned a designated space to charge your vehicle.
- Use of on-site charging stations:
- ZEV program permit holders may charge in any available space unless designated for fleet only (spaces will be marked with signage).
- The charging spaces are for vehicle charging. They are not reserved for electric vehicle parking.
- ZEV program permit holders are asked to vacate the charging spaces when charging is completed. The EV Connect mobile app will alert you when your vehicle is fully charged.
- On-site staff cannot, and will not, unplug vehicles from charging stations or move vehicles.
Program Registration
You can enroll in the Employee ZEV Charging Program with just two steps:

You may also register on the EV Connect website to create your personal account.
Step 2: Complete the ZEV Program User Form
Once you have created your EV Connect account, complete the Zero-Emission Vehicle (ZEV) Program User Form – CS-788 and return to OGS Parking Management via email at [email protected].
It is essential to provide the email address on the form that you used to create your EV Connect account to complete registration.

BEAM Solar Chargers
BEAM EV ARC Chargers are solar-powered chargers available for use under a pilot program at the Duryea State Office Building and the Harriman Campus. These are off-grid EV chargers that use solar-powered battery storage to allow for 24/7 use regardless of weather conditions, power outages, or grid failures.
The BEAM chargers are available to employees for use under the same policies as any other OGS-owned charger in this program. To charge, simply park in a spot, plug in your EV, and activate the charger using your key fob or EV Connect mobile app.
BEAM chargers operate similar to a Level 2 charger with 20-25 miles of range per hour equally distributed among all vehicles plugged in at once (up to 2 vehicles). Please note that BEAM chargers will stop providing power when the battery is depleted, and charging may not resume until the BEAM battery is sufficiently recharged. More information on these units can be found at the BEAM website.
