Overview
OGS powers the transition to a 100% ZEV fleet through investments in EV chargers
OGS Resiliency & Sustainability provides funding to executive state agencies to build EV charging stations on state-owned properties with the primary intent of supporting fleet charging. Upon mutual agreement with OGS, agencies may also allow employees and the public to use these chargers.
Entities that are ineligible for the OGS funds can explore charging station infrastructure funding through NYSERDA’s Charge Ready NY 2.0 Program or their utility’s EV Make-Ready Program.

Process
Step 1: Request
- The Agency submits an EV Charger Installation Request form (one form per site).
- OGS reviews the request and confirms project eligibility.
- The Agency actively coordinates with OGS to define the scope.
Step 2: Project Setup
- OGS and the Agency identify the appropriate procurement and construction pathway.
Step 3: Design
- Project team conducts a visit to the site(s) for analysis.
- Charger quantities are determined using a recommended 2:1 vehicle‑to‑port ratio, unless otherwise justified.
- The Agency and OGS define end‑user needs (fleet, employees, public access).
- Eligible incentives (e.g., Make‑Ready, Charge Ready) are identified and pursued.
Step 4: Installation and Maintenance
- The Agency works with OGS to set pricing policies for the chargers.
- The Agency is responsible for operation, maintenance, and required reporting to OGS and incentive programs.
