Office of General Services Announces Next Phase of Multi-Year Infrastructure Project on Eastbound Arterial Roadway

New York State Office of General Services (OGS) Commissioner Jeanette Moy today announced the start of the next phase in a multi-year infrastructure improvement project on the arterial roadway connecting the Empire State Plaza to I-787 and Routes 9 & 20. Street-level construction and lane diversions on the eastbound roadway will begin on Monday, April 13, before shifting to the westbound arterial roadway later this year.

This essential, multi-year repair project focuses on long-term infrastructure sustainability work, including replacing expansion joints, mitigating water infiltration, and restoring concrete, structural components, and utility systems underneath the roadways.

“The next phase of this multi-year project marks a critical step in our ongoing commitment to modernizing New York's infrastructure," Commissioner Moy said. "By proactively restoring and fortifying these vital arterial roadways, we’re ensuring a safer, more resilient commute for our state workforce, visitors, and the broader Capital Region community. We appreciate the public's patience and urge all drivers to remain alert, travel with caution, and prioritize safety as they navigate the upcoming lane diversions."

To minimize disruptions, directional signage will guide traffic safely through the work zone. Drivers should be aware of the following traffic patterns:

  • Through Traffic (I-787 and Routes 9/20): Motorists bypassing the parking levels can use either the open lane on the eastbound arterial roadway or the temporary roadway.
  • Plaza Parking & Madison Avenue Access: Motorists seeking access to parking levels P3, P2, and P1, the East Parking Garage, or Madison Avenue should utilize the open lane in the tunnel.
  • Westbound Traffic: Unaffected during this phase.
  • Swan Street & Arterial Loop: Access remains fully open and unhindered.
