OGS Announces Multi-Year Project to Repair Arterial Roadways Connecting Empire State Plaza to I-787

New York State Office of General Services Commissioner Jeanette Moy today announced that the arterial roadways connecting the Empire State Plaza to I-787 will undergo a multi-year repair project, resulting in the use of a temporary roadway for eastbound traffic merging onto I-787 and Routes 9/20.

Lane diversions on the eastbound arterial roadway will begin on Wednesday, September 3, 2025, continue until winter, and resume in the spring of next year. The project will replace expansion joints, mitigate water infiltration, and restore concrete, structural components, and utility systems underneath the roadways.

“In just a few years, this repair project will correct decades of water infiltration that impacted the structural integrity of the arterial roadways,” Commissioner Moy said. “OGS’s priority is to keep our state workforce and visitors safe when frequenting the Empire State Plaza. These roadways are relied upon to connect motorists with widely used highways, downtown Albany, and Rensselaer. I encourage everyone to exercise caution, remain vigilant, and pay attention to lane diversions during this construction period.”

Signage guiding traffic will be placed along the arterial roadways and on the temporary roadway built per the New York State Department of Transportation’s (DOT) regulations and requirements.

Through traffic bypassing parking levels should use the open lane within the eastbound arterial roadway. Directional signage will guide traffic to parking levels and the temporary roadway that merges onto I-787 and Routes 9/20. Motorists seeking access to parking levels P3, P2, and P1, Madison Avenue, and the East Parking Garage should utilize the open lane in the tunnel.

Westbound traffic will not be impacted during this period, and entry to P1, P2, and P3 parking lots will not be obstructed. In addition, access to Swan Street and the arterial loop will not be hindered. Lane diversions resulting from future phases of the project will be announced later this year, and information will be published regularly on ogs.ny.gov.
