CL-592: State Finance Law §163(11) Obligations Placed on New York State Agencies

To All State Agencies:

This is a periodic reminder that State Finance Law Article 11, State Purchasing, places various statutory obligations on State agencies purchasing commodities and services. In pertinent part, State Finance Law §163(11) obligates the head of each state agency to periodically sample the results of the procurement process. Such sampling shall test for reasonableness of results, that the results withstand public scrutiny, that the quality and price of the purchase makes sense, and that the purchasing is conducted in a manner consistent with the best interests of the State.

Concerns relative to OGS Procurement Services Group (PSG) contracts should be brought to the attention of the appropriate Purchasing Officer or to the attention of Customer Services noted above.
