100% Renewable Electricity by 2030 Working Group
Lead: Frank Ciampa (NYSERDA)
Compliance with EO 22’s directive of having 100% of the electricity used by Affected Entities for their own operations, (except electricity needed to support the generation of electricity by an Affected Entity) come from energy systems that are eligible under the Clean Energy Standard (“Eligible Systems”) requires guidance by the GreenNY Council for the various pathways available for agencies. The objective of this working group will be to provide technical guidance and support to develop pathways to compliance.
Embodied Carbon Guidance Working Group
Leads: Mariane Jang (OGS) and Mikhail Haramati (NYSERDA)
The Embodied Carbon Guidance working group will primarily be the audience for receiving training on the foundational concepts of embodied carbon, environmental product declarations (EPDs), and other key issues related to reducing embodied carbon in common construction materials. This group will seek to identify and explain the issues on this topic that are most relevant for NYS government operations, as well as provide tools and supplemental guidance to integrate considerations for reducing embodied carbon into procurement and design activities.
Operations and Engagement (OnE) Working Group
Leads: Ryan Torres (Battery Park City Authority) and Linda Murray (Department of Labor)
The OnE Working Group focuses on encouraging and promoting sustainable agency operations and connecting SCs to each other so that successful efforts already taking place in NY can lead to similar beneficial efforts in other agencies. This is accomplished through special event development and promotion, such as Get There Green! and the GreenNY Forum, and through the identification of obstacles to adopting sustainable operational practices so that interagency working groups can focus on defining opportunities for process and resource improvements in state work.
Procurement Working Group
Leads: Brendan Woodruff (DEC) and Julie Takakjian (OGS)
The Procurement Working Group continues its work of administering and enhancing New York State's award winning green procurement program. The Working Group oversees the creation of new GreenNY specifications by experts from throughout State government, works with OGS Procurement Services to inform contract language and integrate the specifications into centralized contracts, and provides training and resources to Affected Entities so they can utilize the GreenNY specifications and enhance their own green procurement efforts.
Reporting Working Group
Brendan Woodruff (DEC), Alex Leader (NYPA) and Heather Ipsen (NYSERDA)
The Reporting Working Group leads the development of the reporting form and processes, delivers outreach to Sustainability Coordinators to encourage completion of reporting, and assesses, aggregates and interprets the reported data and narrative explanations, and shepherds development of an annual Summary Report of Progress for the Governor.
Waste Working Group
Lead: Nasibah Elmi (DEC)
All Affected Entities are required to create a waste diversion plan that will achieve a decrease in waste disposal of 10 percent every five years from a baseline of Fiscal Year 2018-19, until reaching a goal of 75 percent. The Waste Working Group will provide a forum for Affected Entities to learn more about how they can achieve the waste reduction goals required by EO 22 and overcome barriers to success. This working group will support Affected Entities in their implementation of waste-related sustainability projects through developing guidance; sharing case studies, best practices, and reference materials; and hosting presentations by experts.
ZEV Fleet Conversion Working Group
Lead: Bill Calabrese (OGS)
The NYS Fleet ZEV Conversion Working Group convenes monthly to provide technical assistance to entities involved in converting the State’s light-duty fleet to 100% ZEVs by 2035. These sessions ensure coordination in agency EVSE build-outs and provide capacity-building for increased staff awareness and training across a range of issues related to EV conversion and management. Currently, a Statewide Clean Fleet Plan is being developed to provide guidance in build-out typologies, assess total cost to the State, and identify best practices in fleet conversion and management. In parallel, agencies are undertaking ZEV Conversion Planning, to assess EV readiness and identify milestones for fleet conversion.
