Executive Order 22
Leading by Example: Directing State Agencies to Adopt a Sustainability and Decarbonization Program

On September 20, 2022, Governor Kathy Hochul signed a nation-leading Executive Order to accelerate efforts to make State operations more sustainable. Through the Executive Order, the GreenNY Council will ensure that State agencies follow best practices in green purchasing and in their operations by issuing new green purchasing specifications and operational directives. The Order will be administered by the GreenNY Council, a multi-agency working group co-chaired by the Department of Environmental Conservation, the Division of the Budget, the Office of General Services, the New York State Energy Research and Development Authority, and the New York Power Authority.

Public Information

The GreenNY Council is co-chaired by the Commissioner of OGS, the Commissioner of DEC, the Director of DOB, the President of NYSERDA, and the President of NYPA, or their designees. The day-to-day work of the Council shall be performed by executive and program staff of these leadership agencies and authorities, in consultation with any other agency or authority staff that participate in Council work.

Purpose of the Council

Governor Kathy Hochul signed the nation-leading Executive Order 22 to accelerate efforts to make State operations more sustainable. The Order formally established the GreenNY Council to carry out the Order's goals and directives. The Council, during the month of September in the year following the issuance of this Order, and each year thereafter, shall submit a progress report to the Governor, which shall compile the information submitted by Affected Entities pursuant to this Order and report on progress made on the implementation of this Order. Such progress reports shall be published on a website established by the Council. A few of the many directives and goals in the Order are to: create green purchasing specifications; write templates and guidance for Affected Entities to use on waste reduction, the electric vehicle fleet transition, and reducing embodied carbon in buildings; and establishing pathways to cut greenhouse gas emissions of Affected Entities.

Council Membership

The Council shall be comprised of the Director of the Division of the Budget (“DOB”); the Commissioner of the Office of General Services; the Commissioner of the Department of Environmental Conservation (“DEC”); the Commissioner of the Department of Health; the Commissioner of Economic Development; the Commissioner of Transportation; the Commissioner of the Office of Parks, Recreation, and Historic Preservation; the President of the Environmental Facilities Corporation; the President of the New York State Energy Research and Development Authority (“NYSERDA”); the President of the New York Power Authority (“NYPA”); the President of the Dormitory Authority of the State of New York; and the Chief Executive Officer of the Metropolitan Transportation Authority.

No members are eligible for payment. There have not been and are not anticipated to be any operating costs for the council members.
