Associate Commissioner for Communications

Daniel Cooper serves as Associate Commissioner for Communications, providing executive leadership and oversight of the OGS Public Information Office and Digital Communications teams. With more than two decades of experience, he develops integrated communications strategies that strengthen public engagement with agency programs and highlight the Office of General Services’ vital role in advancing the Governor’s priorities and delivering essential services to New Yorkers.

Daniel served at the New York State Higher Education Services Corporation (HESC). There, he implemented statewide communications strategies and training programs, including NYS Financial Aid Awareness Month, College Application Month, the FAFSA Completion Initiative, and the FAFSA Ready Training Program. His work centered on modernizing information delivery through user-centered digital projects, such as the multi-year HESC agency website redesign, the creation of the Financial Aid Navigator, and the HESC Text Program.

Daniel received his BFA in graphic design from the State University of New York at Oswego and an AS in mechanical engineering from Adirondack Community College.
