Chief Diversity Officer and Associate Counsel

Angelica Kang (she/her/hers) is the Chief Diversity Officer and Associate Counsel for the NYS Office of General Services. As OGS’s Chief Diversity Officer, Angelica develops the Strategic Plan for diversity and inclusion and oversees its implementation. Angelica is also the 2024-2025 Chair of the Workforce Diversity and Inclusion Advisory Council established by EO 187.

Angelica has spent nearly 20 years in public service, with experience serving in the Peace Corps, as a Fordham Law School Stein Scholar in Public Interest and Ethics, as a NYS Excelsior Service Fellow, and with the City of Albany. Prior to joining OGS, Angelica was the Chief Diversity, Equity, Inclusion, and Accessibility Officer at the Office of Children and Family Services; under her leadership, the agency was awarded the inaugural Diversity, Equity, and Inclusion Leadership Award in 2023. She believes in a government that serves all New Yorkers by employing targeted strategies tailored to address the specific obstacles and barriers to achieving universal positive outcomes for all.

Angelica holds a B.A. from Fordham University and a J.D. from Fordham University School of Law.
