Amanda Hoffman
Associate Commissioner for Human Resources

Amanda Hoffman is the Associate Commissioner for Human Resources for the Office of General Services and all its hosted agencies.  She oversees Personnel, Labor Relations, Workforce Development and Training, and Inclusion and Engagement functions.  She has overseen HR throughout the COVID-19 pandemic, including the team handling COVID-19 case tracking and reporting, workplace contact tracing, and the vaccination or testing program.  As the head of HR, she also established return-to-work plans and telecommuting policies.

Before joining the OGS HR team, she served as the Deputy Director of Real Property and Facilities Management in 2019 before being asked to lead the HR Office beginning in late February 2020. 

Amanda originated her career in Civil Service, where she worked on classification, compensation, overtime eligibility, and organizational design for a number of state agencies.  After nearly a decade in Civil Service, Amanda became the Director of Human Resources for the New York State Gaming Commission, where she worked to establish the staffing structure for Commercial Gaming.  She took on progressively responsible roles overseeing HR and Budget and Finance, building management, and fleet operations for the Commission. 

Amanda received her BS in Industrial and Labor Relations from Cornell University and a Master of Public Administration from SUNY Albany’s Rockefeller College of Public Affairs and Policy.
