Background

 

In September 2022, Executive Order 22: Leading by Example: Directing State Agencies to Adopt a Sustainability and Decarbonization Program, established that the light-duty and medium- and heavy-duty State fleet vehicles will be comprised of entirely zero emission vehicles (ZEVs) by 2035 and 2040, respectively. The OGS Resiliency and Sustainability (R&S) team is mandated with carrying out this fleet transition. To support this transition, the R&S team is leading an interagency ZEV conversion working group, creating a handbook, exploring interagency partnerships to further EV infrastructure buildout, and meeting one-on-one with agencies to guide their planning. R&S will work with agencies, OGS Design & Construction, NYSERDA, and NYPA to identify the EV infrastructure needed to support their fleets and install chargers at priority facilities.

Summary of Recommendations
New York State Clean Fleet Plan

The Clean Fleet Plan, a roadmap for fleet electrification, is an important summary of recommendations and standards to assist agencies in improving their understanding of the current state of the EV industry and what it means for state fleets as they transition their vehicles. It includes guidance on charger installations, charger sharing configurations, power load management, and ways to leverage other data sources to inform vehicle electrification strategies.

BEAM Solar Chargers

BEAM EV Solar Charger

 

BEAM EV ARC Chargers are solar powered chargers available for use under a pilot program at the Duryea State Office Building and the Harriman Campus. These are off-grid EV chargers that use solar powered battery storage to allow for 24/7 use regardless of weather conditions, power outages, or grid failures. 

The BEAM chargers are available to employees for use under the same policies as any other OGS-owned charger in this program. To charge, simply park in a spot, plug in your EV, and activate the charger using your key fob or EV Connect mobile app. BEAM chargers operate at close to a level 2 charger with 20-25 miles of range per hour equally distributed among all vehicles plugged in at once (up to 2 vehicles).
