Utilities Management
The OGS Division of Utilities Management operates and maintains all heating, ventilation and air conditioning (HVAC) systems, and all auxiliary mechanical equipment associated with approximately 14.5 million square feet of OGS-owned office space in the Albany/Capital Region, and provides support and assistance to our statewide regional buildings.
Located within the Empire State Plaza, the Central Automated Control Facility (CACF) oversees the operation of the mechanical systems throughout the Plaza. During the summer, OGS’ building temperature set point is 76 degrees, with an acceptable range of 75 – 77 degrees.
Energy Conservation: Statewide Energy Program
A key component of our mission is to improve energy efficiency and reduce energy consumption through the implementation and management of the Statewide Energy Program. This program involves partnerships with the New York Power Authority and the New York State Energy and Research Authority to identify, prioritize, design and fund numerous energy-saving upgrades in our real estate property portfolio. OGS is currently administering over $65 million in energy upgrade projects throughout the state. Combined with other aggressive energy conservation practices, OGS is leading the state in sustainable building and utilities management with measurable results:
  • OGS energy consumption in all facilities statewide decreased by 11.52 percent in FY 2009-10 compared with the FY 2007-08 base year, resulting in a 14.1 percent reduction of fossil fuel emissions.
  • For two years in a row (fiscal years 2008-09 and 2009-10), OGS met the requirements of Executive Order 111 directing state agencies to lower their energy consumption by 35 percent from 1990 levels.
  • OGS purchases over 20 percent of its electricity from renewable resources.
  • In fiscal year 2008-09 alone, energy reduction efforts yielded a utilities cost-avoidance of $21.3 million.
Summertime Energy Conservation: How You Can Help
The Office of General Services continually seeks to reduce costs and minimize the impact of our operations upon the environment.  Among the measures we employ during the summer to contribute to both economic and environmental savings are:
  • Building temperatures are adjusted appropriately during the cooling season to stay within the industry guideline for air conditioning of 73 degrees to 78 degrees.  OGS makes every effort to maintain a comfortable environment; however, we will not be able to accommodate individual requests when actual temperatures are within guidelines.  We will continue to respond to malfunctions, or other special circumstances. 
  • Interior and exterior lighting that is not essential for productivity and personal safety is turned off.
  • Exterior accent and façade lighting and ornamental water displays hours of operation may be reduced.

In addition, our tenants can help us achieve our goals and minimize negative environmental impacts by adhering to the following tips:

  • Remove all obstructions from heating/cooling ventilator units, especially on the perimeters of a building, to permit maximum air flow.
  • Keep all windows closed to support the heating/cooling systems.
  • Reduce lighting in work areas as much as possible and shut off all lights when the area is not in use.
  • Turn off personal computers and all other equipment when not in use and at the end of the workday.
