Capital Planning
The Capital Planning Unit manages the Capital Construction program by providing guidance and recommendations for the expenditure of capital funding for building and infrastructure improvements. The evaluation process begins with the annual Facility Condition Assessment to inspect the condition of the various mechanical and architectural systems, and identify short term Preventative Maintenance/Rehabilitation & Improvement (PM/R&I) and long term (major designed and bid Capital) projects. The Capital Planning Unit communicates closely with the OGS Finance Office and Division of the Budget to assure the uninterrupted use of state facilities while maintaining the safety and value of the state's real property assets, and minimizing the impact on the environment. Other Capital Planning responsibilities include:
  • Providing project portfolio management services for Capital and client tenant projects, and establishing project priorities and schedules;
  • Overseeing the preventative maintenance program for all state office buildings;
  • Serving as the agency’s real property portfolio steward by promoting and managing the annual Capital Construction disbursement; and
  • Assisting operational units to effectively spend their Preventive Maintenance and Rehabilitation & Improvement allocations.
