New York State Automated External Defibrillator Program

Pursuant to Chapter 510 of the Laws of 2004 and Part 303 of Title 9 of the NYCRR, the State of New York requires all public institutions and buildings of the state, including leased facilities, to be equipped with automatic external defibrillators (AEDs). As the agency charged with promulgating building related AED regulations, the Office of General Services (OGS) is responsible for:
  • Installing and maintaining AEDs in all OGS-managed facilities;
  • Coordinating a network of designated state agency AED administrators; and
  • Recruiting OGS and tenant agency First Responder volunteers throughout OGS-managed buildings.
While OGS is the primary promulgator for AED regulations in all state buildings, the Department of Health (DOH) Bureau of Emergency Medical Services oversees Public Access Defibrillator (PAD) programs in both the public and private sector. In addition to designating a state agency AED Administrator with OGS, individual state agency PAD programs must also be registered with DOH and a regional EMS council - see the DOH web links below. The following information is for use by all state agencies in support of the statewide AED program:
OGS AED PROGRAM: BECOME A VOLUNTEER FIRST RESPONDER (OGS-MANAGED BUILDINGS)

Sudden cardiac arrest (SCA) is a condition in which the heart stops beating suddenly and unexpectedly due to a malfunction in the heart's electrical system. The only effective treatment for SCA is to deliver an electrical shock using a device called a defibrillator (to de-fibrillate the heart), which stops the chaotic rhythm of the heart, giving it the chance to start beating again with a normal rhythm. Without immediate treatment from a defibrillator, 90-95 percent of SCA victims will die. Although not everyone treated with an AED can be saved, an AED may be the difference between life and death for someone stricken with sudden cardiac arrest.

As part of its legislated responsibilities, OGS, in cooperation with its tenant agencies, has implemented OGS' heart safety program with the placement of automated external defibrillators (AEDs) in key locations throughout OGS-managed facilities. The program relies on state employee volunteers to be trained through the American Heart Association in how to administer CPR and use an AED in the event of an emergency. You may also register by contacting your agency volunteer recruitment coordinator. Once registered, you will receive further information on scheduling. Although AEDs may not be present in every work area, First Responders should be.
